Duties

This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, 6/23/2023. As a INTERNATIONAL PROGRAM SPECIALIST (PROJECT MANAGER) at the GS-0301-11/12/13 some of your typical work assignments may include: Directs, manages, and support projects and teams within the Biological Threat Reduction Program Department (BTRP) of the Cooperative Threat Reduction Directorate (CTR). Responsible for managing, planning, programming, budgeting and supervising the execution of multiple efforts. Directs assigned professional staff of government personnel and contractors. Responsible for identifying and assessing the assistance needs of customers, stakeholders and partner countries, developing technical requirements and specifications, coordinating the efforts of other non-DOD agencies, combatant command (CCMD) assets, international partners and non-governmental organizations, and managing assigned DTRA contracts and agreements. Serve as a Contracting Officer Representative (COR). As the U.S. Government delegation leader on trips to foreign countries within the assigned geographic area, the incumbent oversees the performance of a diverse group of civilian, military and contractor personnel in the accomplishment of delegation objectives. Serve as facilitator, negotiator, and primary point of contact and principal decision-maker. Maintains liaison with U.S. Embassy personnel, foreign officials, directors of large civilian enterprises, and high-ranking and/or flag/general officers in various ministries of the governments within the assigned geographic area.

  • Telework Eligibility: This position is situational telework eligible. The work environment for this position is a mix of in-office and telework days each week.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Travel in the performance of temporary assignments may be required up to 25% of duty time.
  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
  • Medical inoculations are recommended for entry into certain geographic areas that have known disease prevalence for which U.S. citizens are not routinely inoculated.
  • Some locations will require the inoculations if the incumbent is present in country for greater than 30 days.
  • Travel in the performance of temporary assignments may be required up to 25% to CONUS and OCONUS locations including remote sites, as required.
  • Must be able to obtain and maintain a valid passport.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Lead the evaluation/selection for the selection of a contract or task order; managing projects (to include cost, schedule, and performance). Serve as Contracting Officer's Representative (COR). Lead and manage project teams; developing effective working relationships with DoD, interagency, and international partners. Lead delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects. Experience with event management and execution of events held both in-person and virtually. Experience with office productivity and collaboration tools, such as MS Word, Excel, PowerPoint and Teams. You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Support the evaluation/selection for the selection of a contract or task order; managing projects (to include cost, schedule, and performance). Experience with Contracting Officer's Representative (COR) related activities. Serve in a lead role for project teams; develop effective working relationships with DoD, interagency, and international partners. Experience with delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects. You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Support the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance) Assist with Contracting Officer's Representative (COR) related activities. Assist with project teams; develop effective working relationships with DoD, interagency, and international partners. Assist with delegations overseas in meetings with senior foreign officials for technical discussions on new or ongoing projects. OR B. A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
