Serves as a Human Resources Assistant in the Staffing and Classification Division (HRS) at the Defense Commissary Agency (DeCA) Headquarters. The primary purpose of this position is to assist with performing a variety of staffing and classification support duties.

Duties

Assists in researching technical issues related to staffing of DeCA commissaries worldwide. Analyzes applicable guidelines and verifies with a higher graded specialist or supervisor, the best course of action before proceeding. Compiles data for recurring and special reports. Provides specific information on how to apply for announcements and refers other inquiries to appropriate staff members. Assists specialist with classification actions, generating RPA's and gathering supporting materials. Notifies the originator if documentation is incomplete. Works with originator in ensure all supporting documentation is received and returns RPAs to the originator without action if required documents are not received. Assists in monitoring DCPDS Inbox for the Division and tracks all classification actions to ensure actions are completed in a timely manner. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic. Read the entire announcement before starting the application process.

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0203 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. To qualify for the GS-5 grade level must have one year of specialized experience equivalent to at least the GS-04 grade level or equivalent to at least GS-04 under other Federal service pay systems, private sector, or military, ORfour years of education above high school ORa combination of experience and education that equals 100% of the qualification requirements. Your resume and supporting documents must show that you meet the qualifications for the grade level(s) for which you are applying. Examples of qualifying specialized experience for the GS-5: Compiling data for recurring and special reports. Assists in researching Civilian personnel technical issues and analyzing applicable guidelines. Reviews and routes RPAs Requests. Tracks requests for Civilian personnel actions throughout their lifecycle. Ensures that Civilian position descriptions for are scanned and posted to the electronic library. Maintains Civilian personnel files and records, uses a log to show status of correspondence. To qualify for the GS-6 grade level must have one year of specialized experience equivalent to at least the GS-05 grade level or equivalent to at least GS-05 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience for the GS-6: Compiling data for recurring and special reports Reviews and routes RPAs Requests Serves as backup for processing, Administrating the Oath of Service, fingerprinting, collecting paperwork and forwarding to HR Service Provider Monitors DCPDS Inbox for the Division and tracks all classification actions Ensures completed PD is scanned and posted to the Electronic PD Library. To qualify for the GS-7 grade level must have one year of specialized experience equivalent to at least the GS-06 grade level or equivalent to at least GS-06 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience for the GS-7: Create and Review requests for Personnel Actions (RPA). Provide customer advice and assistance concerning RPAs and related matters. Assist HR Specialists with civilian classification actions and special projects. Generating RPAs and gathering support material. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-7 You must have 52 weeks of Federal Service at or equivalent to GS-6 Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
