About the Position: As project manager forward serves as primary point of contact for assigned Military Installation, or liaison to the Directorate of Public Works at the Installation. Responsible for the overall management, control, coordination, execution of assigned projects and District resources.

Duties

The Project Manager is responsible to lead the product delivery team in the execution of design and construction for assigned Major Military Construction, Non-appropriated funds, and Operation and Maintenance funded projects. Projects involve a variety of facilities including barracks, dining halls, maintenance, training, training ranges, housing, community support, aviation, Army Reserve Centers, Ordnance, and other DOD facilities. Management responsibility encompasses the related planning, project programming, feasibility studies, operational studies, analysis and design of utility systems necessary to support the project. Advises the District Engineer and other senior district personnel on program or project specific issues important to the customer. Determines design and construction assumptions, managing factors of risk, contingencies, and performance where data may be undetermined or unavailable. Coordinates the preparation of the Quality Management Plan. Writes, negotiates, and enforces contract provisions for architectural/engineering design contracts where in house expertise is not available. Reconciles sponsor/customer concerns, assuring that all participating parties are informed of project progress, issues, and impacts. Represents the District Commander, serving as the district's primary point of contact with sponsor/customer, Federal, State, and local government agencies.

Specialized Experience: One year of specialized experience which includes managing the initiation, planning, execution, and/or closeout of a project related to an engineering or construction effort, such as government building renovations or hydropower generating unit rehabilitation, using project management business processes and tools, such as using risk analysis and scheduling softwares, establishing work break down structures, developing budgets, and creating management plans.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
