This position is the Strategy and Risk Manager advising the CEHRIS Enterprise Relationship Manager, focused on Human Capital Management (HCM) modernization initiatives. The incumbent is a confidential consultant and Strategy and Risk Manager to the Exec. Director, CEHRIS and Enterprise Relationship Manager, CEHRIS, and their Directors. Serves as a relationship manager with CEHRIS Stakeholder Community and Enterprise Program Integrator across Enterprise Human Capital Management (HCM) initiatives.

Duties

Advise the Executive Director and Deputy on the integration and oversight of Human Capital Management (HCM) Modernization and identify impacts to Departmental programs and procedures. Provide technical expertise, guidance, and makes determinations as to the feasibility of policies, plans and programs to the Product Owner regarding strategy, governance, and capability delivery for HCM Modernization. Gather, organize, analyze, and share information and knowledge specific to modernization efforts, integration of enterprise programs, and delivery of enterprise capabilities in order to further guide the program. Resolve complex and emerging complex enterprise issues, advising senior leadership of potential and emerging problem areas, including formulation of recommendations for appropriate program responses. Support development of an HCM strategic vision and capabilities roadmap for Enterprise VA. Works with Executive Director, CEHRIS, Deputy, CEHRIS, OIT partners and Policy partners to develop enterprise strategy, capabilities roadmap, and ensure technical roadmaps align to the same. Integrate complex product strategies across multiple products and capability areas to ensure Product Owners cooperatively provide capabilities that span the Human Capital Business Reference Model (HCBRM) Serve as a CEHRIS Relationship Manager to understand Enterprise VA Executive Stakeholders HCM Modernization Strategy and Vision.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Understanding and leading a team through the different phases of the delivery product life cycle. (2) Understanding of human-centered design, technology and data as an asset. (3) Integrating complex product strategies across multiple products and capability areas. (4) Expert in agile methodology and can apply an agile mindset to all aspects of the work. (5) Expert in acquisition management and business/budget cycles.

Education

There is no educational substitution for the GS-14 level.
