About the Position: This position is with The Chemical Biological Center (CBC).
The Chemical Biological Center (CBC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10.
Duties
Serve as the Threat Agent Sciences Division Chief providing technical direction of basic and applied research and exploratory development in support of high-level chemical and life sciences programs.
Conduct scientific investigations to understand chemical biological threat agents and develop methods and equipment to identify and analyze threat agents.
Plan and direct programs in information science for application to intelligent systems, battlefield visualization, modeling and simulation and distributed information technology.
Serve as consultant for international committees, integrated process teams, and technical panels focusing on Toxicology and CB defense activities.
Supervise group of professional technical personnel and is responsible for overall planning, administration, and direction of personnel.
Requirements
- Business travel (TDY) may be required up to 25% of the time.
- Position requires Financial Disclosure Form OGE-450 upon appointment and yearly thereafter.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Top Secret Security clearance required.
- This is mandatory drug testing position.
- The probationary period for demo employees receiving a career conditional appointment in the DB pay band is three years unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- One year supervisory probationary period may be required if not previously served.

Basic Requirement for Biologist (0401):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Toxicologist (0415):
Degree: Bachelor's degree (or higher degree) in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.
Basic Requirement for Physical Science (1301):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Chemistry Series (1320):
A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) Planning the work and strategic direction of a diverse group of professional scientist, engineers and technical personnel engaged in conducting research investigations/studies in support of the Chemical Biological Defense (CBD) Program; (2) Conducting risk assessments involving chemical and/or biological agent operations in chemical and/or biological surety laboratories; 3) Leading organizational change. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14/DB-03).
