• The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the U.S. Department of Education, Office of the Chief Information Officer (OCIO), Information Technology Program Services. It is established to serve as a senior-level advisor to top agency management and to manage the Department’s Enterprise Architecture (EA) program. The position also performs specific activities directed at solving problems.

Qualifications
Specialized Experience for the GS-15:One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience providing Information Technology (IT) support operations for geographically dispersed offices and developing project management policy and guidance used to facilitate an organization's IT Systems Development Life Cycle process. 2. Experience in establishing and maintaining an organization's Enterprise Architecture (EA) and managing the development and delivery of IT policy and planning concepts, methods and practices that enables the organization to use IT as a strategic resource. 3. Experience leading a team of employees and/or contractors working across lines of business and coordinating with senior management officials on the development and delivery of an organization’s information resource’s management strategic plan. Basic Experience Requirements:You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.Knowledge, Skills, and Abilities (KSAs):The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to communicate with senior leadership officials (orally and in writing) to express concepts, theories, and methodologies.
