This position is located in the Servicing and Asset Management Office (SAMO), Business Center - Operations Office, Rural Development (RD), United States Department of Agriculture (USDA). The incumbent develops, analyzes and evaluates financial aspects of RD's lending programs.

Duties

Establish capacity plans to identify forecasted volumes and full time equivalent (FTE) requirements necessary to complete tasks within established time standards. Make changes in policies and procedures related to assigned area so systems can be implemented to significantly improve overall operations and to meet regulatory requirements. Develop and maintain process flows, procedural manuals, and desktop procedures. Create, maintain and analyze servicing system reports for special analysis and to maintain servicing system data integrity.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: Suite, Excel, Outlook, SharePoint, the Internet, and financial management systems and databases; applies quantitative and qualitative methods for purposes that include determining appropriate data sources, ascertaining relevance of findings, and synthesizing information in regards to a mortgage loan programs; presents results of research and analyses to staff and managers and makes associated recommendations; provide advice on mortgage loan program regulations, policies and financial activities in or to define financial management requirements. OR Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree OR an LL.M., if related OR an equivalent combination of experience and education as noted above are acceptable.
