This position is located in Single Family Housing Branch, Servicing and Asset Management Office (SAMO), Business Center - Operations Office, Rural Development (RD), United States Department of Agriculture (USDA).
The incumbent develops, analyzes and evaluates financial aspects of RD lending programs, to include some combination of budgeting, accounting, financial management and auditing.
Duties
Perform research on specific accounts originated from national, regional and state banks, housing agencies and mortgage servicers and originators, state and field offices as well as NFAOC branches and borrowers.
Develop and maintain a methodology and system to track daily workload volumes and productivity on a nationwide guaranteed loan portfolio of over 1,000,000 loans totaling $123 billion.
Document and maintain the internal control structure to ensure the effective delivery of the Single-Family Housing Direct program, mitigate program losses and lender compliance through lender monitoring, compliance and quality reviews.
Develop, modify and monitor productivity standards of the assigned organization, and for individual workers/processors.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-12 level: Applicant must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or is non-Federal equivalent that demonstrates:researching loan accounts that have originated by USDA Rural Development; assisting in providing training on financial procedures and systems; tracking workload on Direct Loan portfolios; assisting in monitoring areas of service that include proper cash postings and loan payoffs. Managing escalated requests regarding reconciliation of cash postings throughout the life of the loan.
