This position serves as the Supervisor for the Fincance Section, Support Services Division (SSD), for the Regional Office (RO). The primary purpose of the work is to manage and direct the operations of the Finance Section, Accounting Unite and Operations Unit. Provides management and operating officials advice on all financial matters, and to prepare, present, and execute the RO budget.

Duties

Serve as a subject matter expert on all aspects of fiscal and accounting activities. Provide management and operating officials, advice and assistance on all financial matters. Formulate, present, and execute the station's budget. Advise station management on the availability of funds. Maintain an integrated computerized accounting system using the principles of double entry, self-balancing set of books. Establish internal controls to assure that public funds are handled in accordance with applicable laws. Analyze financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program. Administer a program to ensure prompt and accurate payment of benefits. Maintain compensation, pension, and benefit payment records. Supervise employees in ensuring that accounts receivables are recorded for all accounts. Ensure that funds are disbursed, received, deposited and accounted for appropriately. Oversee the maintenance of compensation, pension and benefit payment information. Coordinate exchange of information between various divisions. Conduct monthly performance and quality reviews for employees. Prepare and presents regularly scheduled briefings to the Director's Office. Serve as the Committee on Waivers & Compromises (COWC) Chairperson. Prepare monthly and quarterly COWC reports.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Working in a multifaceted environment providing oversight and management of programs to include budgeting/fiscal and administrative operations; (2) Providing advice on programs and procedures pertaining to the budget, and other finance program activities; (3) Presenting position papers and technical presentations to top management or the public involving finance program issues (4) Conducting independent evaluations of finance functions (5) Preparing and monitoring complex budgets and resolving financial management issues.

Education

There is no educational substitution for the GS-13 level.
