This position is with the Small Business Administration, Citrus Heights 7a Loan Guaranty Processing Center in Citrus Heights, CA. Supports the delivery of SBA loan programs administered by developing, delivering, and supporting automated workflow, inventory management and production tracking tools and solutions. Functions as an IT Specialist and management advisor for the use of technology to improve efficiency of center operations and effectiveness of program areas.
Duties
* Works with more senior developers to convert business process requirements to system elements in alignment with the Office of Capital Access' (OCA) IT roadmap to standardize and integrate the OCA infrastructure consistent with the OCA mission.
* Designs appropriate, efficient and cost-effective solutions to automate business processes and to improve center productivity.
* Implements local information technology solutions (e.g., utility programs, tracking, usage, cost-benefit analysis, or relational databases with user interface commands, data input validation tables, and electronic services) using modern, industry accepted technologies such as MS SQL Server, Visual Studio, ASP.NET, JavaScript, AJAX, XML, CSS, JSON, ADO.NET and modern web frameworks, such as MVC, MVVM, JQuery/Bootstrap and AngularJS.
* Ensures software purchases, installation, and licensing are conducted in accordance with agency guidance and legal requirements.
* Codes, tests, and debugs documents and installs new and modified software programs in accordance with OCA Technology requirements as defined by the Office of Performance and System Management (OPSM).
* Tracks and analyzes performance, availability, reliability, and functional characteristics of critical systems, troubleshoots problems, and designs, recommends and implements solutions.
* Upgrades and installs new versions of software and web tools.
* Interprets or explains technical changes and new policies to staff.
* Assesses, designs and documents software development best practices, provides local training, and monitors office practices related to the appropriate use of technology to ensure data integrity and security.

BASIC REQUIREMENTS
This position requires that you have IT-related experience demonstrating each of the four competencies as noted below. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. MINIMUM/ADDITIONAL REQUIREMENTS
Specialized Experience: In addition, I have one year of specialized experience, equivalent to the GS-11 grade level in the Federal Service, obtained in either the private or public sector:
1) Designing databases and monitoring data integrity and security; AND
2) Designing solutions to automate business processes and improve productivity; AND
3) Implementing information technology solutions using modern, industry accepted technologies; AND
4) Providing software support for end-users.
