Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Tucson Sector Headquarters, Mission Readiness Operations Division.
Duties
This position allows you to use your knowledge and experience performing a full range of administrative, research and analytical duties sensitive in nature and special assignments related to the missions and functions of the office. This position starts at a salary of $88,525.00 (GS-12, Step 1) to $136,852.00 (GS-13, Step 10) with promotion potential to $136,852.00 (GS-13 Step 10).
The Management and Program Analyst serves as a senior analyst and/or advisor and develop policies, conduct special studies, and provide technical advice and assistance. Typical work assignments include:
Implementing and coordinating complex program and management activities requiring qualitative and quantitative methods;
Developing and evaluating policies in program areas in addition to evaluating new or modified legislation that will have an impact on agency programs;
Providing oversight on new policies with managers and top-level officials;
Assisting in or developing management information systems focusing on long and short range plans, policies, or programs;
Planning, developing, and coordinating management activities through briefings, presentations and conferences for managers and top-level officials.
Qualifications
Experience:
You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Conducting studies, analyzing findings and making recommendations on operating programs;
Analyzing complex functions and work processes such as production standards, workloads, and staffing levels;
Developing guidance on management evaluation techniques; and developing manuals and directives covering the administrative aspects of field operations.

You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Conducting studies, analyzing findings and making recommendations on operating programs that required knowledge of qualitative and quantitative analytical techniques along with a knowledge of the mission, organization, and work processes of the programs and the relationships of administrative support activities;
Analyzing complex functions and work processes including the examination of production standards, workloads, nonproductive time, and deviations from standards to determine validated staffing requirements;
Performing a variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning, including developing guidance on techniques for management and methods improvement; analyzing and advising on proposed reorganizations or realignment of functions;
Developing manuals and directives covering the administrative aspects of field operations.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/02/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
