You will serve as a PROGRAM MANAGER in the UNMANNED SURFACE VESSEL (USV) OPERATIONS BRANCH of PEO UNMANNED AND SMALL COMBATANTS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will be responsible for assisting the Program Manager with the direct development and execution of the Unmanned Surface Vehicles (USV) Operations branch. You will be responsible for assisting the Program Manager with accomplishing program objectives for development, production, and sustainment to meet the user’s operational needs within cost, schedule, and performance constraints. You will ensure the planning, direction, and success of the USV Operations branch with all the prototype MDUSVs, and future USVs including development of comprehensive program plans. You will provide technical and fiscal oversight of multiple contractors and government laboratories. You will manage competitive contract development, implementation, and management. You will develop, maintain, and manage multi-year budget profiles and ensure timely financial execution. You will develop and analyze engineering and program management documents.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13 equivalent) in the federal service or equivalent experience in the private or public sector leading the development or implementation of acquisition strategies (e.g., financial, programmatic, technical, contractual) for ship systems, subsystems or components.
