Duties
The NIH is seeking exceptional candidates for the following Executive Officer positions:
- Deputy Director for Management, NCI
- Associate Director for Management, NIDCR
- Deputy Director for Management, NIMH
- Associate Director for Management, OD
Listed below are some of the areas that an NIH Executive Officer (EO) may oversee:
An EO may be responsible for services and resources related to administrative management, financial management, personnel management, management analysis, information systems management, procurement, and contracting of the Institute
An EO may be responsible for areas of management responsibilities, including grants management; contracts management; key aspects of budget formulation and execution; human capital management, and workforce planning of the Institute
An EO may be responsible for management analysis; financial data and statistics; office automation, automated data processing, management information systems; technology transfer, and other areas related to the general administration of the Institute of the Institute
An EO serves as a senior advisor to the IC Director for all management issues, including administrative management, FTEs, budget execution, etc.
An EO serves as a key member of the senior leadership team with the Institute Director, Deputy Director, Scientific Director, and Clinical Director in planning, developing, formulating, and administering the policies, procedures, rules, and regulations governing the Institute's programs
An EO represents the Institute in conferences with top scientific and operational officials of the NIH and its components on matters affecting the entire NIH

BASIC QUALIFICATIONS:
The NIH seeks candidates who have a commitment to managerial excellence and the energy, enthusiasm, and innovative thinking necessary to lead within a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive-level management capability. Executive Officers at NIH provide leadership and direction in the development of sound business management strategies and the execution of good business management practices across their Institute. Applicants must meet the requirements for the GS-341 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions, which is available at: OPM Qualifications Standards GS-341 Website and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.
Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure the technical expertise required by this position and must be addressed within your five-page resume. It is recommended that corresponding PTQs be annotated in parenthesis within your five (5) page resume.
PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):
1. Demonstrated experience advising Senior Leadership in the following areas and applying knowledge of management/leadership principles, practices, methods, and techniques to solve broad, complex problems, administer public programs, lead change, and develop innovative solutions for issues in a variety of management programs to include but not limited to human capital management, information technology, budget and financial management, contracts, management analysis, and space planning.
2. Experience in strategic planning for human capital resources to include directing and developing a subordinate diverse staff, designing human resource strategies to meet the organization's mission, strategic vision, and goals, and to achieve maximum potential of employees in a fair manner.
3. Knowledge of best practices to maximize the efficiency of operations and ensure coordinated, streamlined, and result-oriented management.
4. Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.
