The National Institute on Minority Health and Health Disparities (NIMHD) is seeking experienced candidates to fill its Chief Intramural and Chief Extramural Administrative Officer positions. These positions supervise staff and provide administrative services in the following functional areas: budget and financial management services; procurement, and contract administration; management and program analysis; facilities, property, safety, or space management. Duties

Two positions are available in NIMHD: Chief, Intramural Administrative Officer and Chief, Extramural Administrative Officer Chief, Intramural Administrative Officer: The ideal candidate will possess a strong administrative background in an intramural research environment with demonstrated experience utilizing intramural Title 42 policy and procedures. Both positions provide oversight and direction to administrative staff's day-to-day operations; plans, directs, coordinates, and provides comprehensive administrative and management support services for NIMHD; provides advice and/or recommendations on management and administrative policies directly to various IC supervisors and leadership; provides technical and advisory services in financial management, human resources, procurement, facility management, travel services, and other administrative functions; ensures the efficient and effective implementation and operations of administrative programs; develop policies, guidelines, and procedures on matters relating to the administrative management and disseminate to relevant staff. As the supervisory Administrative Officer, these positions serve as primary advisors and assistants to senior leadership in all phases of administrative management responsibilities.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership, guidance and advice to staff on matters related to a variety of administrative management functions such as: human resources, budget, procurement, space management, and contracting; analyzing program priorities and recommending changes to management; interpreting and disseminating administrative policy and procedure changes to program leadership and administrative staff; serving as a financial advisor in the formulation of a program's budget; resolving administrative management issues presented by program leadership; and identifying issues and recommending solutions to support the goals and mission of an organization.
