You will serve as an ADMINISTRATIVE OFFICER in the DEPARTMENT OF SURGERY, F. EDWARD HEBERT SCHOOL OF MEDICINE, of UNIF SRVS UNI OF THE HLTH SCI.

Duties

You will serve as an Administrative Officer within the Department of Surgery, F. Edward Hebert School of Medicine overseeing clerical staff in the Department of Surgery to ensure compliance with established policies and regulations. You will be responsible for the coordination between military hospitals, civilian teaching hospitals worldwide to ensure accomplishment of the overall mission of the Department of Surgery. You will serve as the responsible Billing Official for Surgery adhering to all required purchasing processes, policies, and procedures; and maintain the Government Purchase Card statements in accordance with university policy and procedures. You will formulate and evaluate administrative policies and procedures for the office; provide technical oversight for administrative functions to ensure completion. You will develop and prepare personnel actions for recruitment, classification and reorganizations within the Surgery Department. You will advise and provide guidance to managers regarding various alternatives and management on all personnel matters. You will coordinate and oversee the planning of conferences; and convene committee meetings at the direction of the Chair. You will participate in the strategic planning efforts for the Department of Surgery. You will oversee the coordination of official sponsored travel for invited dignitaries, guest speakers, officials, faculty and staff. You will review budget guidance to formulate, justify and implement the Department of Surgery budgets and prepares a variety of reports covering the status of funds to ensure compliance with Federal Appropriation Laws and university audits. You will determine present and forecasted budget and manpower requirements based on reviews of obligation and expenditures; develops and maintains requests for allotment through examination of accounting records.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and implementing administrative policies and procedures, providing administrative support on manpower, fiscal and personnel matters to ensure operational efficiency for an organization.
