This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Program Management to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Operations Officer position is assigned to the Product Lead for Enterprise- Identity Credential and Access Management (E-ICAM), within Program Executive Office, Command, Control, Communications - Tactical (PEO C3T) and located at Fort Belvoir, Virginia.

Duties

Exercises delegated authority and broad responsibility for planning and administering all technical and operational aspects of management support functions. Serves as the Chief of the Operations Office. Initiates and develops program plans and investigates approaches with broad authority and minimal direction for planning and administering the assigned responsibilities. Oversees projects, programs, and assigned functions. Directs work which includes complex administrative or technical services that directly affect the organization as a whole or represent a major segment of a program critical to the organization’s mission.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One-year probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • Business travel required up to 25% of the time.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes:1) Develops plans and investigates methods with authority and minimal direction for administering the assigned functional responsibilities; 2) Utilizes appropriate data collection techniques for work reviewed; 3) Approving expenses associated with the purchase of goods and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
