This position is located in the Executive Office of the President (EOP), Office of Administration, Office of the Director of White House Information Technology, Data Governance, Data Governance provides technology services to the EOP, including but not limited to, the capture, preservation, and transfer of electronic records in accordance with the Presidential Records Act (PRA), Federal Records Act (FRA), and in support of legal activities such as litigation holds and responses to subpoenas.
Duties
As a IT Specialist (DATAMGT), GS-2210-11/12, your typical work assignments may include the following:
* Develops and maintains electronic portals to provide insight into program performance.
* Develops and maintains software components to retrieve and organize data and metadata from source systems using secure coding practices.
* Develops and maintains secure solutions to execute manual and automated data audits, identifying potential sources of discrepancy.
* Provides proactive updates regarding performance of archival capabilities.
* Participates in procurement actions by contributing to requirements definitions and proposal evaluations.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Specialist (DATAMGT), 2210
1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1) Designing data repositories, referential integrity, indexes, searches, data organization and categorization, and structured and unstructured data. 2) Familiarity in data and business analysis, software design, application development using object-oriented languages and secure coding design and practices, debugging, maintenance, and documentation, and 3) Creating graphs, tables, dashboard views, and supporting textual content.
OR
A Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR
A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.)
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1) Designing and implementing data repositories, referential integrity, indexes, searches, data organization and categorization, and structured and unstructured data. 2) Familiarity in data and business analysis, software design, application development using object-oriented languages and secure coding design and practices, debugging, maintenance, and documentation, and 3) Collaborating with other members of a cybersecurity team to identify and mitigate cybersecurity vulnerabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
