The Management Analyst position is located in the Department of Program Services (DPS), Court Services Office (CSO), Program Division, National Programs Branch, Records Section. The CSO is responsible for the management of resources, programs, and services related to court administration and case management.
Duties
This position will report to the Supervisory Program Analyst in the Records Section, Courts Program Division, Courts Services Office (CSO). The CSO is seeking a self-motivated professional Management Analyst to join its team. The records staff supports developing and applying information retention policies promulgated by the Judicial Conference of the United States. The records section administers the Judiciary Records Management program, providing nationwide records management technical guidance, policy analysis/development, and operations support. The incumbent will provide coordination, clearance, and submission of records to the National Archives and Records Administration (NARA), perform cyclical record assessments, work with data sets, and monitor technology, best practices, and statutory changes in the records management discipline.
The duties of this position include, but are not limited to:
Serving as an experienced and certified user of NARA's ERA and the FRC's ARCIS systems; and coordinating, tracking, and processing ERA annual transfers.
Serving as a point of contact for judiciary-wide user creation and user access functions of the FRC's ARCIS system; and reviewing and approving all SF-135s received from all judicial components.
Providing technical records management support to appellate, district, and bankruptcy courts, court of special jurisdictions, as well as other judiciary constituents such as federal probation, pre-trial, defenders, and bankruptcy administrators.
Performing nationwide records and information management assessments for AO and courts, and court components records.
Applying expert knowledge and use of office automation tools such as MS Excel and MS Access to load raw information from other ASCII-based or structured data sources; and filtering, manipulating, extracting, merging, and maintaining such information for records-related data mining and re-purposing efforts.
Creating specialized court reports with record retention calculation and disposition authority sorting; and performing a variety of data analysis using structured data sets and advanced MS Excel or MS Access formulas such as nested IF statements, ISERROR, and MATCH loops formulas and procedures to produce reports for ongoing court use.
Preparing presentations and training materials related to records management principles as referenced in 44 U.S.C. Chapters 31 and 33.
Developing specifications for digital conversion projects which includes paper analysis, quality control protocol, and sampling strategies, among other factors.
Coordinating, tracking, and processing updates to the Records Disposition Schedules through engagement with pertinent stakeholders and the use of the Guidance Blue folder (GBF) system.
Working with court staff and FRC representatives to apply approved records disposition schedules retroactively; ensuring that concurrence documentation is in place; and tracking the progress of each transaction throughout the clearance process.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing technical records management support; and performing data analysis using structured data sets and advanced MS Excel or MS Access formulas.
