About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Corps of Engineers, Army Geospatial Center, Security Office, Alexandria, Virginia. Functions as the Special Security Officer for all aspects of Sensitive Compartmented Information (SCI) security.

Duties

Serves as Special Security Officer, managing the Sensitive Compartmented Information security program, to include Communications Security, Operations Security, Personnel Security, Physical Security, Automation Security, and Industrial Security. Performs technical security support duties in the U.S. Army Sensitive Compartmented Information Facility (SCIF). Investigates and assess damage to national security caused by SCI security infractions and violations. Provide recommendations for corrective actions to prevent future occurrence of similar incidents. Provides oversight and manage SCI access for civilian, military, and contractor personnel including proper execution of indoctrinations and debriefings. Serves as agency’s official channel for certifying and receiving SCI visitor clearances and accesses. Oversees and Provide advice and assistance on SCI classification/declassification, downgrading, marking, and sanitization. monitor all corporate SCI security support. Maintains and interpret directives, regulations, and guidelines to provide technical and administrative advice related to agency’s SCI operation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).

  • This is a mission essential position that employee is required to report for duty during inclement weather, Natural Disasters, and other emergency situations. *For more information, please see "Additional Information" below.
  • TDY will be required 20% or less of the work schedule.

Specialized experience is defined as experience implementing a multi-discipline security program to manage the protection and dissemination of Sensitive Compartmented Information (SCI), and to manage access to SCI and Sensitive Compartmented Information Facilities (SCIFs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
