Duties

Performs acquisitions according to Simplified Acquisition Processes using BLM Purchase Card within a $10,000 authority for established and market sources of goods and services. Develops purchase orders through competitive and noncompetitive small purchase procedures consisting of development and refinement of detailed specifications. Performs limited cost and price analysis functions on small purchase requirements and requests. Analyzes contractor's pricing offers, evaluates technical input, establishes pricing objectives and negotiates fair and reasonable prices for goods and services procured. Serves as designated State Lead Agency/Organization Program Coordinator (A/OPC) for all issues involving government purchase cards and implements BLM, State and District Government Purchase Card Policies. Enters and retrieves data for analysis including requisitions, monetary obligations, cooperative agreements, assistance agreements, bank card transaction statements, General Service Administration (GSA) orders, utility bills, and contracts. Accountable for accurate and timely entry of all FBMS data to reconcile default accounts. Records and maintains other State financial data in support of the budget planning and execution process. Monitors decentralized data entry on a daily basis to ensure that financial data has processed accurately and in a timely manner. Directs and assists other FBMS users to correct data input errors and to prevent future errors from occurring. Utilizes automated equipment (hardware and software), data systems, and applications to accomplish assigned duties. Collects, enters, updates, and maintains data according to prescribed BLM and program standards. Ensures data quality and integrity by adherence to quality control standards and procedures. Maintains working relationship with Statewide Contracting Officers and other Colorado State procurement and accounting personnel.

Minimum Qualifications for the 0503 Series at the GS-06 for a Financial Technician: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: Performing a variety of budget and financial management support duties. Processing charge card applications. Generating and examining reports for tracking and monitoring purposes under direct supervision. Minimum Qualifications for the 0503 Series at the GS-07 for a Financial Technician: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: Independently performing a variety of budget and financial management support duties. Processing charge card applications. Generating and examining reports for tracking and monitoring purposes under direct supervision. Experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is mostly sedentary with minimal physical demands. There is some walking, standing, bending and regular carrying of light items such as papers, books, files, and computer printouts. The nature of the work requires the incumbent to sit for long periods of time at a computer terminal, and involves long periods of intense concentration. Incumbent must cope with fixed and variable deadlines, pressures of heavy work volumes and both internal and external customer demands. High stress is common. Work Environment: Work is performed in an office environment which is properly heated, ventilated and lighted.
