This position is part of the Office of the Secretary, IBC, HRD, POD, Debt Management Branch. The Debt Management Branch provides billing and collection activities associated with establishing and maintaining employee debt records, analyzing payroll records to determine debt validity and/or accuracy, performing debt collection activities, recording collections applicable to bill, reporting to client accounting offices, and communicating with client office personnel and debtors.
Duties
Prepares and transmits transfer packages for employees who separate or retire
Certifies refunds and pays daily transactions after necessary research to verify validity
Distributes and reviews team members' workload to assure timely processing; controls backlog, and meets established deadlines
Answers questions on specifics of debt computation from technicians and customers
Calculates, prepares, validates, and transmits reports of billing and collection activity to clients
Performs required research to aid analysis of transactions to determine cause of erroneous billings
Performs detailed audits of debt and collections
Utilizes both payroll and accounting systems and explains transactions from source documents
Qualifications
At the GS-08 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience utilizing a payroll system and subsidiary systems to research and resolve employee payroll issues and apply payroll, benefits, billing and collection and/or financial rules and regulations to resolve a variety of payroll system issues.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
