This position is organizational aligned to the Clinical Informatics Section under the Office of the Chief of Staff at the Edward Hines Jr. VA Hospital (578), Hines, IL. The Facility Connected Health Coordinator (FCHC) leads facility teams to support existing and future Veteran communication initiatives, coordinates implementation, training, communications, outreach and support efforts, and evaluates and reports on Connected Health activities. The applicant should have experience in MyHealtheVet.

Duties

The Connected Health Program contains a range of Department of Veterans Affairs (VA) programs, websites, communication tools, and smartphone/mobile device applications to support health care for Veterans, their families, advocates, and VA employees. Connected Health modalities currently include the following: Integrated Automated Clinical Support (Annie), and other mobile health applications (apps) on web, iOS, and Android including VA Health Chat; the Virtual Health Resource Center (VHRC); patient generated health data (PGHD); new patient health monitoring technologies; Secure Messaging; Veteran care portal (My HealtheVet), and other tools and technologies yet to be deployed. Current and future Connected Health modalities are important components of the VA's transformation. The Connected Health Coordinator serves as Facility champion for Connected Health, leads facility teams to support existing and future Veteran communication initiatives, coordinates local implementation, training, communications, outreach, and support efforts, and evaluates and reports on Connected Health actions and activities. Major Duties: Leads the Facility's efforts to integrate current and future Connected Health Modalities with healthcare providers and patients. Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity, and effectiveness of Connected Health. Works collaboratively with the VISN Telehealth Technology Program Manager (TTPM) and supports plans, organizes, directs, evaluates, and reports. Promotes, recruits, supports, and directs the activities of a cadre of Champions within the facility. Responsible for establishing and managing communications plans supporting and guiding Facility VHA public affairs officers and stakeholders about Connected Health's variety of modalities. Analyzes functional clinical and business process changes. Proposes, develops, and implements strategic plans and objectives for the enhancement, maintenance, and future advancement of operations. Develops, implements, maintains, and documents internal and control policies and procedures. Seeks opportunities for appropriate program expansion, including external support. Analyzes and makes recommendations on individual and team workflow modifications. Provides oversight and guidance to assure that all technologies selected for use in Connected Health programs comply with the requirements. Works to foster the adoption and use of Connected Health technologies. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Formulates a marketing strategy from research, reports, products, and organizational data. Cooperates with the FTC and MHV Coordinator, incumbent engages in outreach planning and activities. The incumbent consults with representatives of academia and industry on marketing and advertising trends and application techniques. Collects, develops, implements, and documents data to assist management with Connected Health operational decisions. Seeks opportunities for appropriate Connected Health program expansion, including external support and resources where needed. Identifies problems and applies analytical techniques for the purpose of resolving issues. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

Preferred Qualifications: Experience in MyHealtheVet, supporting Veterans on the phone and in-person. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 SPECIALIZED EXPERIENCE: Do you have at least one year of specialized experience, equivalent to the GS-7 level in the Federal Service, which equipped you with the competencies required to successfully perform the duties of the position? OR, GS-9 LEVEL EDUCATION: Have you successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? (TRANSCRIPTS REQUIRED) OR, GS-9 LEVEL COMBINATION: Do you possess a combination of graduate education and specialized experience as described above? (TRANSCRIPTS REQUIRED) GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of a GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. Only graduate education beyond master's level is creditable. Physical Requirements: Work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Incumbent's vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies, and papers.
