The primary purpose of this position: To serve as a professional information technology specialist providing a wide range of IT services tailored to support architecture development, software development, and Risk Management Framework activities for cyberspace systems. *** Salary ranges include local market supplements *** The organizational location of this position is: Air Force Life Cycle Management Center, Joint Base San Antonio-Lackland.

Duties

DUTY 1: Responsible for the design, development, installation, test, implementation, modification, documentation and follow-up maintenance of infrastructure and software systems for cyberspace operational systems. DUTY 2: Analyzes complex strategic, operational and tactical processes and a variety of unusual problems, questions, and conditions to establish/maintain a branch-level infrastructure and software development program. DUTY 3: Develops and maintains required cybersecurity programs via Risk Management Framework (RMF) to support mission needs. DUTY 4: Determines acquisition and sustainment requirements to maintain cyberspace systems.

  • Position is designated Special-Sensitive, incumbent must be able to obtain and retain a TS security clearance with access to SCI or TS SAP to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Position may require employee to work for either short or extended periods of Temporary Duty (TDY) at locations within and outside the Continental United States, utilizing military and/or commercial transportation, occasionally on very short notice.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and/or overtime and may require occasional 12 hour shifts.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in IT and Cybersecurity platforms As such, knowledge in these specific areas: systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of IA and MA technologies such as COMSEC, COMPUSEC, EMSEC, and OPSEC, computer systems, digital communications systems, network protocols, and computer architectures; and computer security penetration tools and techniques. 2. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 3. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in information protection. 4. Knowledge of CMF training program, major issues, program goals and objectives, work processes, and administrative operations to include knowledge of funding mechanisms available for training support and funding resource regulations. 5. Skill in developing training of new or modified work methods, processes, or information protection procedures supporting operational tactics, techniques or procedures utilizing the designated cyberspace weapon system; and ability to develop and articulate technical direction and approaches to formulating training plans, implementation plans, and contingency plans within the unit and between multiple organizations; plan for resources against approved programs, analyze budget impacts on programs, and forecast funding requirements. 6. Ability to discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within DoD and other government agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
