This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Mission Support Team (MST), Human Capital Management (HCM), Training Education, Development Division (TEDD). The incumbent serves as a Training Specialist. The purpose of the position is to manage and develop training curriculum and/or programs for the training and education for OIG employee development.

Duties

Implement training methodologies for developing adult learning courses (Andragogy), instructional systems, curriculum development, and educational program management. Serve as the resident expert in the application of the ADDIE model to training design and development. Communicates and disseminates related training and agency information via written, oral, and visual media. Performs program management activities related to planning and administering training and employee/career development training programs and initiatives. Perform training program/course audit and assist senior leadership with the development of new or revised training/course materials, aids, devices, etc. Conducts training and program status briefings for all levels of management and employees. Serves as subject matter expert collaborating in designing and developing training for the introduction of new training or revised training, procedures, techniques, or operational concepts into an instructional system. Manages and utilizes the agency prescribed learning management system (LMS). Develops, interprets, and analyzes data extracts and reports. Assess learning outcomes, curricula, and training programs, using a variety of data, to include formative and summative assessments to inform instructional and programmatic decisions. Designs and develops micro-learnings in support of training requirements, utilizing e-learning authoring tools (such as Articulate Storyline, Adobe Captivate) and integrating technology that supports a web-based learning environment. Creates and deploys SCORM packaged training materials generated via e-authoring tools. Identifies and procures outside training vendors and products and performs administrative tasks and activities in the facilitation activities of instructor led-training and classroom training.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Non-Sensitive. Incumbent is required to maintain a Public Trust designation.

Qualifications

Time in Grade: For entry at the GS-13 level, applicants must have served 52 weeks as a GS-12 in the federal service or equivalent or higher grade. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to 1. Design learning objectives, activities, and curriculum. 2. Develop the full spectrum of learning materials for the program/product/service. 3. Develop curriculum for an entire training program at a variety of levels (entry through executive levels) 4. Manage a wide array of other learning activities and programs delivered in-person, virtually, and asynchronously. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
