The primary purpose of this position is to develop, standardize, integrate and implement supply chain policies
and procedures between the Air Force Sustainment Center Supply Chain Management Wings, Depot Maintenance Complexes, and Defense Logistics Agency (DLA). Serves as the Subject Matter Expert and Air Force representative/liaison regarding issues with DLA.
Duties
1. Ensures integration of DLA processes and parts management into the overall AF supply chain picture.
2. Serves as the focal point for planning, management, and coordination of life cycle logistics support in relation to customer requirements.
3. Represents the Air Force Sustainment Center with a variety of AF/DLA issues.
4. Serves as technical and administrative advisor to high-level DoD and component logistics management officials on matters of process and policy development and its impact on logistics support functions.
5. Acts as the project officer/AO on highly complex or sensitive projects involving joint AF/DLA logistics concerns and analysis.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications Standard for Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes logistics management experience applying System Life Cycle concepts and/or Supply Chain Management (SCM) theories and principles to guide planning, development and program accomplishment through the various phases of system development and sustainment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Supply Chain and Program Management sufficient to plan and execute a complex and difficult supply chain management support program.
2. Expert knowledge of agency program goals and objectives and the sequence and timing of key program events and milestones; and of planning, programming, presenting, and executing budgets as well as forecasting long term funding requirements.
3. Ability to apply principles and concepts of logistics management to develop plans and collaborate with
customers and stakeholders to cover weapons systems sustainment.
4. Skills to negotiate and/or defend funding and program support concepts.
5. Knowledge of policies, concepts and procedures affecting supply chain management.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, to include the ability to make formal presentations to senior leaders from DoD to AFSC.
7. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
8. Knowledge of writing techniques and editing processes.
9. Skills in writing reports outlining the process and procedures used in a stud y, the conditions of the management or program operations and recommended improvements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
