The primary purpose of this position is to serve as a Management Analyst, providing a wide range of program planning, development, organizing, collecting evaluations, coordinating, execution and analyzing data found during organizational audits.
Duties
Serves as the Functional Manager, Management Analyst and Lead Auditor for the compliance audits and the organization quality programs.
Prepares reports, decisions, recommendations and analysis submitted by subordinate quality review teams, groups, and/or specialists to assure that they accurately reflect the policies, positions, and views of the organization.
Represent the organization when participating in policy-making discussions and decisions affecting current and future operations of the product groups and performs special assignments related to quality programs and systems.
Participates in meetings, conferences and reviews, and provides guidance, advice, and assistance as required or requested.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing assignments that correlate to quality assurance audits, preparing discussion/reports and recommendation on analysis of program planning and development while making recommendation for improvement while providing senior leadership advice on management difficulties and proposes solutions to problems that arise. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of activities for the organization.
Knowledge of financial goals and objectives, the sequence and timing of activities, and methods of evaluating the effectiveness of support activities.
Knowledge of the relationship of the various organization and production entities involved in overall program planning and execution of logistics support to our military customers.
Knowledge of a wide variety of logistics, production management, and financial data systems within the Government.
Ability to develop and use appropriate data collection techniques
Ability to plan, organize, and negotiate effectively with senior analysts and management officials to review and accept recommendations where proposals involve resources and require changes in established concepts and procedures.
Ability to negotiate issues and to work effectively with a diverse group to develop common objectives.
Ability to communicate effectively both orally and written.
Ability to recognize and analyze problems. conduct research, summarize results, and the ability to communicate those results.
Knowledge of standard safety and health practices and established policies and procedures.
Knowledge of established quality principles and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
