The Transportation Assistant for the Fleet Management Section within the Logistics Management Service will furnish necessary transportation service to various health care system locations. These services include maintenance and dispatching of GSA vehicles to health care system personnel, as well as chauffeur services. These vehicles and services are vital to patient care functions as they are used to transport, and schedule patients on a regular basis.
Duties
Fleet Management
Responsible for the scheduling and planning of vehicle operations, maintenance, repair, preventive maintenance and for maintaining vehicle overall appearance.
Duties include: (1) scheduling and dispatching vehicles for other official business purposes; (2) scheduling maintenance, repair and cleaning for all leased vehicles; (3) dispatching buses and other vehicles and operators for patient recreation; (4) scheduling return and pick up of General Service Administration (GSA) vehicles at the Fleet Management Center as required; and (6) scheduling GSA vehicles to vendors' shops for installation of special equipment.
- Cognizant of the motor vehicle safety program and government vehicle operator's identification program. Provides materials for Texas State Driver's License for employees who require special licenses such as class II or class I to perform the duties.
- Coordinate the data submitted by various Services from any location in the health care system for fleet services.
- Provide proper procedures, safety rules and regulations instruction to VATVCBHCS employees in the safe operation of GSA vehicles assigned to Fleet Management. The transportation assistant is responsible for inspecting the work performance of all Motor Vehicle Operators for compliance with specifications and ensuring that proper procedures, safety rules and regulations are being followed. The transportation assistant is responsible for instructing employees in the safe operation and maintenance through demonstration of all vehicles of Fleet Management.
- The transportation assistant is responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to Fleet Management. Incumbent is responsible for the submission of monthly, quarterly and annual cost reports as well as estimated cost reports on vehicles. The transportation assistant sets specifications and orders new and replacement equipment for Fleet Management.
Budgetary management
- Responsible for coordinating, planning, budgeting, and maintaining consistency of fleet services.
- The Transportation Assistant is thoroughly knowledgeable and is continuously researching rules, regulations, policies, and procedures (i.e., CEOSH, FMR, state license requirements, local MCMs, GSA regulations, EPA requirements, AFV requirements, etc.) to ensure that the facility is always in compliance. The Transportation Assistant will report noncompliance or inadequate reporting to higher management with recommendations for correction. The Transportation Assistant will monitor documentation of this reporting for timeliness, accuracy and effectiveness. The Transportation Assistant will communicate agency and local policies and priorities to all employees using vehicles and equipment in the fleet. The Transportation Assistant will order VA license plates from the CEOSH website. This communication may be in person, by phone, fax, e-mail, letter or memo.
Communication
- The Transportation Assistant must be able to communicate effectively both orally and in writing with a wide range of individuals with varying levels of understanding.
Program Oversight
- Responsible for tracking all vehicle histories from time of purchase/donation to six (6) years past the turn-in or salvage/auction of each vehicle or piece of equipment (per credit card regulations). This includes filing all trip logs, credit card receipts, accident reports, pictures, and repair slips. The Transportation Assistant will take pictures, follow-up with drivers, track accident reports, repairs, and maintenance. Works closely with the VA Police & Security. The Transportation Assistant is the primary contact with Regional Counsel on Fleet matters.
- The Transportation Assistant will be utilizing computer applications such as CARS. The Transportation Assistant will be responsible for the FAST/OMB and Vehicle Utilization annual reports. The Transportation Assistant is the primary contact for GSA. The Transportation Assistant serves as technical advisor to the Chief, Logistics Management, in the modification of fleet systems to meet the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: includes operating and instructing others in the safe operation of tools, equipment and vehicles associated with fleet management functions, knowledgeable in the proper maintenance of all equipment assigned to Fleet Management, serves as qualifying officer for all drivers in relation to their training, retraining, skills, ability to drive assigned vehicles, serves as transportation coordinator and manager for all assigned vehicles, knowledge in coordinating with GSA for issuance, and/or maintenance and turn-in.

Physical Requirements: The position requires working in a standard office environment and walking to and through other areas of the facility. Work requires considerable walking, bending, climbing stairs or ladders, and standing. Work requires moderate lifting. Incumbent will prioritize safety in the work place. Work requires sporadic exposure to thermal extremes and inclement weather. Incumbent must be able to work under pressure and still maintain poise and composure.
