The primary purpose of this position is to supervise and direct the day to day Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.
Duties
Major Duties:
Works closely and routinely with other services within the Medical Center.
Works with the Mobility Manager and provides input for the Needs, Resources and Stakeholders Assessment in collaboration with the other services.
Provides advice and counsel to workers related to work and administrative matters.
Maintains knowledge of various community transportation services and community agencies.
Monitors the use and rate of expenditure of budgeted funds in assigned fund control points through continuing dialogue with fiscal and the Mobility Manager, review of written documents, and examination of accounting records.
Interacts with other medical centers to ensure integrated transportation services are provided in the most cost effective/efficient manner.
Assures scheduling, utilization; and administrative tasks of the BT program are performed professionally and in a timely manner.
Initiates disciplinary measures as appropriate to the authority delegated in this area.
Contributes/coordinates local policy development and implementation with other clinical services.
Responsible for managing, evaluating, and addressing all BT eligible patient transportation activity at the site.
Participates in all mandatory CBO VTP trainings, meetings, conference calls, Program Reviews and Medical Center VTP Board Meetings, community transportation meetings with State/regional/local transportation coordination organizations.
Documents quality assurance issues pertaining to BT and participates in national - CBO VTP Program initiatives and pilots.
Maintains personnel related records such as performance ratings, position descriptions, awards and proficiencies for BT program staff.
Assists with the analysis of past expenditure trends to use in formulating budget requests to include, techniques such as cost-benefit analysis or exploring alternative methods of funding.
Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitors scheduling of routine, urgent and emergent transportation for Veterans, program development, supervision, Fund Control Point management, manages Medical Center's Beneficiary Travel Program, maintains working knowledge of community transportation services and community agencies, organizational setting, and budgetary and financial management analysis.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
