Duties
This position is with the Office of Inspector General, OFFICE OF STRATEGY, DATA, AND INNOVATION and may be filled in Washington, D.C. or Herndon, Virginia. This office is responsible for promoting a strategic mindset throughout the OIG, encouraging data analytics adoption in support of our mission, enabling opportunities for organizational enhancements and process efficiency, and focusing on our overall health and culture.
As a Management and Program Analyst you will serve as the senior analyst, a recognized expert, in providing data-driven strategy support to improve organizational management and performance.
Major duties include:
Leading organizational management activities, to include strategic planning, strategic reviews, and organizational performance management, according to the Government Performance and Results Modernization Act and OMB Circular A-11, for the OIG and its components.
Leading the decision path management of recommendations for administrative and programmatic aspects of OIG operations and management to ensure alignment with strategic goals and objectives and optimize organizational performance.
Leveraging a risk-based approach, reviews work plans and resources to ensure resources are planned and utilized to address OIG areas of focus and performs environmental scanning to include analyzing trends, policies, and current events within the DOI, Inspector General community, Congress, and industry for issues with potential impact on organizational planning and strategy execution.
Planning, coordinating, and leading meetings, working groups, and other forums between components of the OIG and with external stakeholders to ensure efforts are consistent, crosscutting, and meet the Inspector General's strategic agenda.
Planning, scheduling, coordinating, executing, and monitoring the effectiveness of the operation of their portfolio, leveraging Agile and/or Change Management approaches, principles, and best practices. Making independent technical judgments concerning the interpretation and implementation of existing efforts in their portfolio.
Developing new insights into situations; questioning conventional approaches; encouraging new ideas and innovations; designing and implementing new or cutting-edge programs and processes.
Working with clients and customers to assess their needs, provide information or assistance, resolve their problems, and satisfy their expectations.

Merit Promotion candidates (Federal employees) must meet time-in-grade requirements by the announcement closing date.
Minimum Qualifications GS-14:
To qualify for this position, your resume must fully demonstrate one year of specialized experience equivalent to the GS-13 grade level in the Federal service performing ALL of the following:
Conducting organizational performance and management activities in adherence with the Government Performance and Results Modernization Act (GPRA) and Office of Management and Budget (OMB) Circular A-11, to include activities such as strategic planning, strategic reviews, or organizational performance management;
Negotiating with management to accept complex or far-reaching recommendations which may conflict with current practices or are novel approaches; AND
Designing and leading teams in projects or studies where the boundaries of the studies are extremely broad or actual limits of the project are developed iteratively as the effort proceeds.
Education
There is no substitution of education for experience for the GS-14 grade level and above.
