This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position. You will serve as a Steersman of a diesel tender assigned to Yards & Docks unit under the direct supervision of the Master, Tender:

Duties

Perform preventive maintenance during standby period. Observe navigation rules while operating boats. Utilize basic lifesaving and emergency first aid including launching of life rafts, use of survival suits, PFDs and work vest. Maintain lifesaving and safety equipment. Notify supervisor of any breakdowns, adverse weather conditions, or any matters likely to cause delay in operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • To qualify as a Steersman at the XH-03 level, must be able to obtain and maintain TWIC from Homeland Security within 6 months of employment. Must be able to pass CG-719K Medical Certification within 6 months of employment.
  • To qualify as a Steersman at the XH-05 level, individual must possess at a minimum, a Steersman of Towing Vessels upon Western Rivers. Individual must meet the requirements to obtain XH-07 level within 48 months.
  • To qualify as the Steersman at the XH-07 level, individual must possess at a minimum a Mate / Pilot of Towing Vessels upon Western Rivers and a valid radar endorsement.
  • This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis.
  • This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.

Qualifications

This is a developmental position and may be filled at either grade level, XH-5784-03 Steersman; XH-5784-05 Steersman; or XH-5784-07 Steersman. The grade level selected will be based upon your qualifications and responses to the questionnaire. Assignments at the XH-3 and XH-5 level will become progressively more difficult and will be under closer than normal supervision until the full-performance level of XH-7 is reached. Non-Competitive promotion to the target job may be effected provided you are sufficiently experienced; meet all necessary qualification requirements for promotion to the target job; and is performing the full scope of the major duties. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element) for XH-3: Ability to do the work of as a XH-3 without more than normal supervision. Responsible for performing daily maintenance checks and maintaining tenders / boats in clean, neat, and orderly condition. - Failure to meet this Screen Out Element will result in an ineligible rating. NOTE: Failure to progress from the XH-03 level to the XH-05 level within 24 months will be grounds for removal. Must possess a valid state issued vehicle driver's license prior to employment and maintain thereafter. (Note: You MUST attach a copy to your application.) Minimum Qualifications (Screen Out Element) for XH-5: Ability to perform the work of a Steersman, XH-5, such as performing daily maintenance checks; transferring fuel from tanks and barges; and making routine operating repairs. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. NOTE: Failure to progress from the XH-05 level to the XH-07 level within 48 months will be grounds for removal. Must possess a valid state issued vehicle driver's license prior to employment and maintain thereafter. (Note: You MUST attach a copy to your application.) Minimum Qualifications (Screen Out Element) for XH-7: Ability to perform the work of a Steersman, XH-7, such as performing daily maintenance checks; maintaining trailers and towing vehicles to ensure they are in orderly condition; making routine operating repairs; AND maintaining tenders / boats to ensure they are in orderly condition. I work on my own initiative under general supervision subject to occasional inspection. Must possess a valid state issued vehicle driver's license prior to employment and maintain thereafter. (Note: You MUST attach a copy to your application.) PHYSICAL EFFORT: Physical exertion is required in lifting heavy parts, tying up barges, etc. Regularly lifts up to 50 pounds. Continuous standing, walking and stooping are required. WORKING CONDITIONS: Works around moving machinery and floating plant. There is danger of injury as a result of snapping cables and lines moving heavy equipment and lifting heavy anchors. There is exposure to traffic hazards, especially at night. Since work is over water, there is danger of drowning, although workers are required to wear Kapok vests.
