This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the U. S. Army Corps of Engineers, Memphis District, Operations Division, Navigation Branch, Dredge Hurley, Memphis, TN 38103. Duty location is wherever the Dredge Hurley is located.
Duties
Head operator on a Diesel tender less than 65 feet in length and up to 850 hp, assigned to dredging, revetment or survey operations.
Supervises small crew on tender (e.g., 2-4) lays out their work and directs their activities while on watch.
Pilots tender and manipulates pilothouse controls governing the speed and direction of the boat, as required in making and breaking of tows, towing plant and barges in immediate vicinity of projects and performs long-distant towing as required.
Towing and/or harbor work is more specifically represented by towing otherwise tending large or small field units.
Is required to be familiar with waters in which boat operates, observe navigation rules, and operates boat in a safe manner.
Performs preventative maintenance during stand-by periods.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Qualifications
This position requires varying shift work. During dredging season, works 2 weeks on, 1 week off. Works 12 hours per day. During the dredging season, the Dredge Hurley will work in widespread locations in the Mississippi River, including up to 90 days in the vicinity of Baton Rouge, LA. During Lay-up/Maintenance season, incumbent will work an 8 day 10 hr a day on followed by 6 days off schedule.

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Master, Tender without more than normal supervision. Performing long distance towing of plant and barges and assists in routine repairs.- Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Incumbent is required to exert light to moderate effort when operating controls and observing conditions while underway and moderate effort during general maintenance. Coordination of hand and eye is necessary to operate controls while maneuvering in confined channels and harbors. Strength of arms and legs, good balance and physical agility are needed to move and work when the boat is moving violently in storm and tide rip conditions.
WORKING CONDITIONS: Employee is exposed to the prevailing weather for short periods, which includes hot sun, fog, rain, spray, wind, snow and ice. Most work is performed in the shelter of the pilot house. Possible injuries include bruises or broken bones from falls on wet or moving surfaces or steep stairways.
