This position serves as a Program Analyst, Business Operations, responsible for planning, analyzing, leading, and/or managing programs, special projects, and implementing human resource management initiatives designed to meet the needs of HRSC leaders, managers, customers, and employees.
Duties
Major Duties Include:
Plans and completes special projects which support business functions and provides administrative support to HRSC programs supporting VACO Staff Offices.
Independently manages major projects. Conceives and implements new initiatives or mandated items to strengthen current programs or to develop new programs.
Provides expert analysis and advice on complex issues. Studies, coordinates projects, assesses management practices and advises leadership in managerial policy and procedure, and independently reviews programs and areas and advises based on results attained.
Plans, organizes, analyzes, reviews, coordinates, and completes management program plans, policy reviews, and legislative interpretations.
Participates fully in all phases of organizational and management matters including organizational redesigns and effects associated with legislative and regulatory changes, technological changes, and management requirements. Identifies strategies to mitigate effects on organizational operations and provides recommendations to leadership on administrative practices to improve organizational efficiency independently or in concert with the supervisor and/or other management and staff.
Provides guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish mission and ensure optimum management strategy.
Leads and/or participates in the review of program activities to identify problems and recommend corrective measures or alternative approaches for implementation by agency management officials.
Functions as primary liaison to establish and maintain communication for mutual understanding and cooperation within HRSC management team as well as other Staff offices and higher-echelon VA organizations and offices.
Plans and develops communication plans to disseminate information related to high value, complex projects in support of HRSC activities to meet VA business requirements.
Prepares briefing packages and executive summaries, as required.
Work Schedule: Monday- Friday, 8:00 a.m.-4:30 p.m.

Telework: 50% telework is authorized. Selectee must secure office space at a local VA/federal facility to receive an official offer.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: experience that has provided you with knowledge of the application of assessment, improvement, and analytical and evaluative methods to complex management processes and systems; evaluating the effectiveness of program administrative activities; assessing and developing new approaches to complex problems; and plan, manage, and coordinate work assignments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
