The primary purpose of this position is to serve as a MAJCOM Directorate/Division level Government Special Access Program Security Officer responsible for planning, managing, and directing the security and protection of Special Access Programs and Alternate Compensatory Control Measures.
Duties
Plans, organizes and directs the activities of the SAPs ensuring the administration, deployment, and enforcement of comprehensive Special Access security programs.
Provides HQ AMC A3X Division with recommendations on behalf of the AMC SAPMO on risk identification, avoidance, and mitigation strategies for SAPs and exercises oversight responsibilities during real world contingencies, exercises, and training scenarios in support of Operational Plans (OPLANS) and Joint Contingency Plans (CONPLANS) to ensure sensitive information is not compromised.
Responsible for managing compartmented security programs.
Implements and administers the SAP, SCI, and ACCM Security Education, Training, and Awareness Programs, Information, Personnel, and Physical Security programs.
Represents the organization with a variety of councils, boards, working groups, and panels inside and outside the MAJCOM.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; applying knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of information, industrial, operations, physical, communications, and personnel security concepts, principles, and practices within the Special Access Program environment to plan and implement security programs in these areas.
Thorough knowledge of requirements for SAPs, SCI, and ACCMs security training concepts, programs, procedures, and practices to assist managers in establishing ad operating internal security programs.
Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security for the MAJCOM.
Ability to plan, organize, and direct the functions of multiple security offices. Ability to communicate orally and in writing, clearly, concisely, and accurately.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
