The primary purpose of the Visual Information Specialist - Graphic Artist is to provide support in the production and delivery of graphic design for electronic and print production for department-wide initiatives through internal as well as contract resources. They provide graphic resources in support of educational information, computer and mobile-based learning products, presentations, publications, videotapes, videoconferences, distance education programs, etc.
Duties

The major duties of this position include but are not limited to:
Provide original graphic design and/or illustration in support of education/ information satellite video conferences, presentations, publications, CD/DVD packaging, video conferences, computer-based learning packages, distance education programs, and all related graphic/print materials.
Develop and recommend design formats, and provide creative input for all assigned graphic art projects.
Manage and perform all aspects of graphic design production including the depiction of abstract ideas or concepts having no precedent or visual reference.
Study content and conduct subject matter research relative to the project/program visualization to obtain information needed to understand and complete the project.
Maintain all necessary project tracking information including work hours, project status and project budget.
Provide information and direction on the use of visual materials, computer graphics, advanced visual communication techniques, reproduction and printing processes, cost of media production and other matters related to design and the development of the visual components of projects produced by ILEAD Production & Delivery.
Work directly with content experts and program officials to plan and develop creative visualizations.
Prepare detailed specifications to procure printing via the Government Printing Office and ensure the successful completion of products within needed time frames.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8am-4:30pm

Qualifications
GS-7
Specialized Experience: You must have one year of specialized experience equivalent to the GS-5 grade level, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Participates in providing graphic resources in support of education/information, computer, and mobile-based learning products, presentations, publications, and video mediums.
- Participates in consultative services and understands the capability of computer graphic design and advanced graphic software in preparing presentation materials.
- Participates in consultative services that positively enhances the design and development of presentation materials.
OR
SAA: A bachelor's degree with superior academic achievement (SAA). Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a major study of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position and meet one of the following:
Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Education: One year of graduate education from an accredited college or university in a major study of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required.

Combination: An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Experience must be detailed, and transcripts required.
GS-9
Specialized Experience: You must have one year of specialized experience equivalent to the GS-7 grade level, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Experience with graphic resources in support of education/information, computer, and mobile-based learning products, presentations, publications, and video mediums.
- Experience with providing assistance and consultative services and adequately understands the capability of computer graphic design and advanced graphic software in preparing presentation materials.
- Experience with consultation that positively enhances the design and development of presentation materials.
OR
Education: Two years of graduate education or a Master's degree from an accredited college or university in a major study of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position.
OR
Combination: An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Experience must be detailed, and transcripts required. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to the GS-9 grade level, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Experience with graphic resources in support of education/information, computer, and mobile-based learning products, presentations, publications, and video mediums.
- Experience with providing assistance and consultative services and adequately understands the capability of computer graphic design and advanced graphic software in preparing presentation materials.
- Experience with consultation that positively enhances the design and development of presentation materials.
OR
Education: Three (3) years of graduate education or a PhD from an accredited college or university in a major study of commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position.
OR
Combination: An equivalent combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position. Experience must be detailed, and transcripts required. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.
GS-12
Specialized Experience: You must have one year of specialized experience equivalent to the GS-11 grade level, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Provided graphic resources in support of education/information, computer, and mobile-based learning products, presentations, publications, and video mediums.
- In providing assistance and consultative services, adequately understood the capability of computer graphic design and advanced graphic software in preparing presentation materials.
- Consultation provided supported the design and development of presentation materials.
There is no education substitution for the GS-12 grade level.
NOTE: Portfolio of work will be requested at interview for all grade levels.
