The Visual Information Specialists position performs, and to leads others in the performance of production and delivery of graphics and onscreen visual design, including motion graphics; 508 testing, compliance, and consultative activities; service line contracting services; post-implementation support for products; and performance of project management for service line-wide initiatives. This position is organizationally aligned under the Production and Delivery Service Line.

Duties

The major duties of this position include but are not limited to: Completes the elements of education support coordination within broad guidelines established by supervisor. Independently determines priorities and methods of project delivery. Independently aligns resources to Graphic Artists, 508 Specialists, and Service Line Contracting Officers Representatives (COR) and performs motion/3D graphics work based upon priorities determined through contacts with organization-wide stakeholders. Distribute and balance the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Serves as a consultant for the staff and provides advice and council concerning the application of VA graphic standards, 508 practices and tracking, contracting and COR roles. Participates in designing and continuously improving education and training projects in VHA by analyzing ILEAD shared services team needs, departmental needs, and budget availability. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the Gs-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Undergraduate and Graduate Education: With a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. (TRANSCRIPTS ARE REQUIRED) OR Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In addition to the basic requirements outlined above, you must also meet the following: GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leading others in the performance of/ production and delivery of graphics and on-screen visual design, including motion graphics; 508 testing, compliance, and consultative activities; service line contracting services; post-implementation support for products; and performance of project management for service line-wide initiatives through internal as well as contract resources; Independently determining priorities and methods of project delivery; Independently aligning resources to Graphic Artists, 508 Specialists, and Service Line Contracting Officers Representatives (COR) and performs motion/3D graphics work based upon priorities determined through contacts with organization-wide stakeholders; Serving as a consultant for the staff and providing advice and council concerning the application of VA graphic standards, 508 practices and tracking, contracting and COR roles. You will be rated on the following Competencies for this position: Technical Competence- Understands and appropriately applies procedures, requirements, regulations, and policies related to specialized expertise (for example, engineering, physical science, law, or accounting); maintains credibility with others on technical matters. Communications- Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Contracting/Procurement- Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Teaching Others- Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
