The primary purpose of this position is to provide direct administrative support to the above specialty service in order to ensure effective and efficient work processes through sound management and practices in workforce; including but not limited to personnel, budget and fiscal, quality management, strategic planning and program administration.

Duties

Write position descriptions, develop job analyses, prepare performance plans and appraisals, develop and administer competency checklists, conduct competency based interviews, initiate disciplinary action processes, and coordinate with union partners on appropriate issues. Review, analyze and interpret incoming requests, recommend appropriate action or suggest appropriate alternatives based on knowledge of internal operations, personnel policies, budgetary constraints and work priorities. Coordinate leave administration and verifies time and attendance for specified support staff. Interpret and apply standards and procedures for employment of Title 5 and Title 38 personnel, including credentialing requirements and required documentation for fee basis, contract, student/trainee, without compensation (WOC) and consultant staff. Plan, arrange and coordinate staff mandatory educational requirements, i.e. information security and hospital annual mandatory review, and makes recommendations for other staff development programs. Develop and/or conduct education in-services specific to areas of responsibility. Participate with service chief in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Prepare budget packages for submission to the budget office and respond to inquiries. Monitor balances and status of projects and recommend reprogramming of funds as needed. Reconcile individual budget problems as discrepancies are identified and recommends corrective actions. Review quarterly and annual Cost Distribution Report for service chief signature. Responsible for oversight on the management and utilization of equipment. Coordinate with purchasing to obtain catalogues/brochures, prepares justification for equipment purchase or transfer and resolves difficulties in obtaining equipment. Analyze work and space requirements to determine staff and equipment needs to accomplish mission of service and Medical Center. Assign staff to input work orders and follows-up on work performed. Initiate requests for renovations/remodeling through appropriate channels and serve as point of contact and approving official on design changes and certification of job completion. Coordinate with Quality Management to interpret standards, develop policy and procedure, implement monitoring techniques and provide analysis and trending of outcome data. Assist service chief to collect peer review data, compile into appropriate format and distribute to appropriate personnel and/or services. Assist service chief to determine program and education needs in conjunction with strategic goals. Serve in a leadership role in program planning, development, implementation, and evaluation. Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: directing the personnel management, performing or overseeing the full range of human resources requirements; providing for budgeting and financial management, including budget formulation, justification, and execution, financial management and financial reporting; providing oversight on procurement and contracting; preparing procurement request, evaluates proposals for work, acting as Contracting Office Technical Representative (COTR) with contracting services to negotiate, manage and/or revise contracts and secure adequate resources; coordinating with Quality Management to interpret standards, develop policy and procedure, implement monitoring techniques and provide analysis and trending of outcome data; collaborating with Quality Management to determine mandatory monitoring and reporting requirements; participating in annual strategic planning process and providing leadership in goal development, achievement, and evaluation. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond one year (beyond 18 semester hours). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
