The primary purpose of this position is to serve as a Lead Protocol Specialist by identifying, assigning and balancing workload amongst employees to accomplish the tasks in accordance with assigned priorities.
Duties
Performs technical and administrative team lead duties over primarily professional employees on a regular and recurring basis for 25% or more of the time, identifying, distributing, assigning, and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments.
Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members' expertise, experience, competence, workload availability, work priorities and team member functional development.
Serves as the Lead Protocol Specialist responsible for documenting, planning and programming decisions in appropriate forms to meet Air Force and Major Command requirements.
Prepares and delivers oral presentations such as briefings, itineraries, event brief data, etc., to the Commander, Vice-Commander and Director of Staff. Responsible for oversight of the ABW Daily DV Report, ensuring correctness of all reported information.
Utilizes security and safety practices and procedures following established rules and regulations and maintains a safe work environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include documenting, planning and programming decisions in appropriate forms to meet Air Force and Major Command requirements; Identifying non-standard or emerging operational requirements to assess impact on assigned programs and developing recommendations to ensure the authenticity of all non-standard or operational requirements are appropriate.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of advanced protocol concepts, principles, and practices to be able to resolve issues, and to plan, design, monitor, and evaluate complex protocol program projects and initiatives.
2. Knowledge of Air Force Protocol and Center level program goals and objectives. The sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events and the relationship of the various Command entities involved in overall program planning and execution of military protocol, operations and evaluations.
3. Knowledge of safety and security regulations, practices and procedures.
4. Knowledge of standard personnel regulations, practices and procedures.
5. Knowledge of principles and practices of team building; and of the methods and techniques of fact-finding, analysis, and resolution of complex problems. Ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations and commit resources where extensive changes in established concepts and procedures are required; and mentor, motivate and apprise staff.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
