The primary purpose of this position is to serve as the project/production manager and retain leadership, direction, and supervision of the personnel and systems that support product delivery and development procedures.
Duties
-Plan, coordinate, organize, manage, and direct the production activities of the organization.
-Serve as the overall Director of Operations for professional quality training support material productions.
-Provide continuous assessment and evaluation of overall project goals, strategies, and performance metrics are used to ensure training development is meeting the instructional objectives through the project management processes.
-Coordinate review of higher level taskings, identifies best course of action, risks, and recommends appropriate leveled response.
-Represent the organization at executive levels within the Government and to contractor/industry representatives and carry out the program management program of the squadron.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Positions, Administrative and Management positions.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, policies, legal requirements, and practices of project management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, principles, policies, and practices of project management. Knowledge of developing production schedules, coordinating staff activities, and making administrative and logistical arrangements for all phases of project execution and training support production. Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems.
2. Knowledge of safety and security regulations, practices, and procedures. Knowledge of a wide range of principles, concepts, and practices of project management to independently perform complex assignments from inception to completion.
3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence training product development and project management processes.
4. Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment.
5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability toproduce and manage multiple large scale training support material productions; edit production schedules,synchronize personnel, and provide deliverables; and create and manage production presentations for consumptionand briefings, and direct actions of production teams.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work is sedentary, although some slight physical effort may be required; no special physical demands are required to perform the work. Typically, the employee sits comfortably, but there may be some walking, standing, bending, carrying of light items such as papers and books in conjunction with duties, or travel for attendance at meetings and conferences away from the worksite.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office; in work environment that involves normal everyday low risks or discomforts typical of offices.
Other significant: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
