About the Position: This is a position with Humphreys Engineer Center Support Activity (HECSA), Security Office. "Position may be filled as a temporary promotion or a temp reassignment NTE 2 years by a current permanent Army employee. Temporary promotions and temporary reassignments may be extended up to a maximum of 5 years and may be made permanent without further competition." Management may select at any grade level advertised.

Duties

Serve as the Physical Security Specialist for Humphreys Engineer Center (HEC) and HQ, US Army Corps of Engineers (HQ, USACE). Interpret, implement and disseminate agency security initiatives. Maintain security records, files, reports, and forms IAW regulations and directives. Conduct Physical Security surveys and assessments annually and according to prescribed policies and regulations. Manage organization's Physical Security Program. Process applications for Department of Defense identification cards, building access, computer system access and parking passes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET security clearance.

Specialized Experience GS-09: One year of specialized experience which includes taking direction in administering control of personnel security; review and validation of security clearance investigation requests; and supporting the execution of classification levels and declassification of documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: criminal justice, law enforcement, security, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Specialized Experience GS11: One year of specialized experience which includes awareness of matters in Physical Security concepts, policies, standards and procedures; interpret, implement and disseminate agency security initiatives; assisting in providing technical assistance to managers, employees and coworkers to ensure security measures are met and to resolve security issues; assisting in preparation of written reports of findings from risk assessments, compliance security reviews and site surveys. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: criminal justice, law enforcement, security, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Physical SecuritySecurity Program ManagementTechnical Credibility Time in Grade Requirement: GS-09: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
