Duties
As a Public Health Advisor you will:
Serves as a Senior Preparedness Field Assignee (SR PFA) for ORR's Division of State and Local Readiness, Field Assignments Branch
Serve as the principal representative for a well-defined and established program of a moderate complexity.
Provide substantive program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health program activities in Federal, local, state, and international settings with relative independence.
Establish and maintain an integrated system of information gathering and reporting devices and analyzes the data and assesses the program needs in terms of strategies, services, and resources.
Develop and/or recommends program intervention, prevention, and/or control strategies.
Advise officials on all aspects of program operations including budget and fiscal matters and legislation and policy.
Perform duties related to the development, extension, and improvement of health care systems and/or communications.
Planning, developing and implementing programs/strategies that educate the lay user/patient on current product issues.
Identify and making recommendations regarding areas where an educational approach can have a significant impact on public health, thereby reducing the need for regulatory activities when promoting the safe and effective use of products on patients and by lay users.

Minimum Qualifications:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: planning, developing, implementing or evaluating public health emergency preparedness programs related to the improvement of public health emergency preparedness programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
