Duties

WHAT YOU'LL BE DOING DAY TO DAY As an Budget Analyst, you will use your knowledge of and experience to optimize business results and customer experience by: Prepares background material for use in briefing to officials scheduled to appear before Congressional appropriations committees or other oversight groups and in the strategic planning of defending a budget. Provides expert advice on budget formulation, budget presentation, and budget execution. Develops proposed budgetary policy and procedural guidance for subordinate program offices. Manages and performs the fiduciary responsibilities associated with financial and budget administration system which ensures against over obligation of funds and avoids the premature release of budget authority levels in excess of those appropriated, authorized or distributed by law.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: To qualify for the GS-11: You must have one year specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least three of the four following: Developing data for use in the formulation and execution of annual supplemental budget requests, budget amendments, deferral actions and proposed rescissions. Preparing and recommending operating budgets for the program area in conjunction with the budget officer and administrative officers. Preparing a variety of background budget and statistical data to justify funding requirements of program plans. Developing recommendations for budgetary adjustments to support unanticipated changes in the organization's program operations and/or funding. Education may be substituted for specialized experience at the GS-11 grade level as follows: Completed a Ph.D. or equivalent doctoral degree; OR Completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Completed an LL.M. degree that is related to the position being filled;https://www.usajobs.gov/Help/working-in-government/unique-hiring-paths/students/federal-occupations-by-college-major OR A combination of experience and graduate education as described above that equates to one year of experience. To qualify for the GS-12: You must have one year specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least three of the four following: Monitoring the execution of the approved operating budget for assigned program areas to assure that funds are properly allocated. Drafting procedural instructions and policy guidance for use by managers in planning and estimating funding needs. Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones. Rewriting selected portions to assure that the budget submissions are consistent with Executive Branch policy and program requirements. To qualify for the GS-13: You must have one year specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing at least three of the four following: Developing future budgetary requirements for the complex mechanisms of support, using historical data, trend analysis and relevant funding patterns. Providing advice and recommendations on all aspects of budget to program officials and managers. Maintaining, tracking, and updating internal financial control systems in conformance with the Anti-Deficiency Act and directives of the Department of Treasury, as well as organization policies. Overseeing all facets of the funds management functions, to include budget execution, funds allocation, and funds control.
