The primary purpose of this position is to serve as senior computer scientist in the evaluation and implementation of computer programs to support cross functional projects that improve overall mission effectiveness; to manage the conduct of studies to determine the most efficient and cost effective means of accomplishing the mission.
Duties
Serves as senior level computer scientist, responsible for evaluating computer programs necessary to support management information needs.
Studies the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization.
Provides technical guidance, advisory support, and assistance.
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
Accomplishes professional development and maintains technical proficiency.

- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and overtime on an emergency basis.
- The performance of duties of this position requires a full 4-year course in an accredited college or university leading to a bachelors' degree in a computer science discipline. An advanced degree is preferred.
Qualifications
SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1550-12 have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to advise on the evaluation and implementation of computer programs across a variety of functional areas; a demonstrated and thorough knowledge of computer sciences, IT systems analysis and applications software concepts, functions, techniques and capabilities sufficient to evaluate new and emerging IT methods and principles. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of computer science principles, concepts and practices applicable to a wide range of duties associated with informational systems software design and development activities. Requires a four year degree in computer science or related field.
Ability to modify standard practices and adapt techniques to solve a wide variety of interrelated problems to adapt precedents and make departures from previous approaches to similar projects in order to provide for specialized requirements.
Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations.
Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established time constraints.
Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
