This position is located with the Office of Construction and Facilities Management (CFM) in Washington, DC and serves as the Supervisory Executive Officer under the Executive Director. The role of the incumbent encompasses the entire scope of operations with CFM, including supervisory responsibilities and oversight for office staff.

Duties

The incumbent uses extensive knowledge of Construction and Facilities Management (CFM) programs, while representing the Executive Director in a wide range of matters, including the development or the implementation of policies, practices, or other operational and management activities. Coordinates critical and sensitive office activities with senior level management of the Department. The major duties and responsibilities include but are not limited to: Coordinates critical and sensitive office activities with senior level management of the department. Serves as senior advisor and strategist to the Executive Director on the substantive mission-oriented functions or programs of the organization. Reviews proposed legislation for impact on current programs, policies, and operations. Manages inquiries or other time-sensitive controlled correspondence from National Legislative groups such as Congress to ensure responses are complete, accurate, and punctual. Oversees completion of all assignments from the Office of the Secretary and other VA offices, as well as, assignments from other internal stakeholders such as Principle Executive Director, Office of Acquisition, Logistics, and Construction (OALC), etc. Leads project and study teams in developing and implementing program initiatives and evaluating program performance. Directs the formulation and implementation of the CFMs Executive Director's annual front office budget. Serves as liaison and representative of the Executive Director with the agency and with outside parties as directed. Attends conferences, meetings, and hearings on the Executive Director's behalf and keeps them informed of potential issues and problems. Provides a full range of supervisory functions over a 5-member administrative team, which includes leaking daily operation of the office, ensuring agency policies and priorities are followed, developing performance standards, and evaluating work performance of subordinates. Work Schedule: Monday thru Friday, 8:00am to 4:30pm Compressed/Flexible: May be Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized up to 50% telework and selectee will be expected to report to the nearest VA/government facility the remaining 50%, or as program needs require. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement (e.g., Within Grade and Promotion SF50s). You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing senior management level advice to an executive leadership team on a broad range of issues affecting planning, policy, and operations; serving as senior advisor and strategist to management on the substantive mission-oriented functions or programs of the organization; developing and leading strategic goals for major organizational initiatives or activities such as performance monitoring, internal controls, analysis and evaluation of programs or mission support effectiveness; managing inquiries or other time-sensitive controlled correspondence from National Legislative groups such as Congress to ensure responses are complete, accurate, and punctual; serving as a first line supervisor, assigning work and evaluating performance; drafting, revising and reviewing proposed legislation, regulation, policy, guidance or procedures for effectiveness and impact on current programs; developing and implementing new program initiatives developing measurement criteria for evaluating program performance and effectiveness.
