Duties
As a PROGRAM ANALYST at the GS-0343-12 some of your typical work assignments may include:
Responsible for the contracted functions within DEOMI. Assists personnel in contractual requirements determination and development. Aids requirement owner(s) in developing initial scope and funding for submission in the Defense Human Resources Activity (DHRA) Requirements Traceability Database for higher-level approval.
DEOMI point of contact on developing purchase request packages. Performs market research/analysis to determine availability of the requirements; analyzes market trends, commercial practices, conditions, and technological advances and determines the sources to be solicited. Oversees the development of performance work statements, statement of objectives/work, market research reports, independent government cost estimates, manpower reviews, and other purchase request documentation necessary for award through either the DHRA or 45th Contracting Offices.
Continually studies, reviews, and evaluates program progress. Formalizes system requirements into appropriate specifications. Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems. Reviews programming documents and/or assesses the impact of external actions to determine their effect on the development, production, and logistical support and to ensure that programs are within baseline and budgetary limitations. Provides feedback to customers and keeps abreast of changing environments and potential shifts in emphasis or other program changes.
Recommends, develops, and implements Standard Operating Procedures relating to the Contract Officer Representative (COR) program. Monitors COR training and may be called upon to act as COR on DEOMI contracts. Assists CORs with completing annual contract surveillance in the Contract Performance Assessment Reporting System and acts as Reviewing Officer, or other function as appropriate.
Monitors COR documentation in the DEOMI Electronic Records Management shared folder. Ensures as a minimum, the contract, modification, and payment documentation are posted for audit and control purposes.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
1. Conducts contract price research and cost analysis to evaluate cost data for a variety of pre-award procurement activities.
2. Applies business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Manages acquisition process plans, organizes, and manages critical aspects of research, development, production, and integrate, analyze, and manage a variety of acquisition functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
