You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Test & Evaluation Divsion (R3) of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to the GS-09-10. The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12.

NT-04: $75,329 - $128,956
NT-03: $61,933 - $97,925
Duties
You will respond to questions involving custody and processing of public funds.
You will assist in providing advice and guidance to management officials and project managers on all aspects of budget execution or financial management.
You will provide procurement, contractual, workload and financial input data for assigned programs.
You will assure that adequate funding is received and allocates properly within the divisions or field activities.
You will assist in managing funding through fund documents and fund/cost transfers.
You will assist in identifying over expenditures and work with project manages to make corrections.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
TO QUALIFY FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09 through GS-10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing analytical studies or evaluative methods, to include utilizing financial management system (e.g., enterprise resource planning) to provide resolution of financial issues and budget performance for improved efficiency and accuracy of financial programs.
TO QUALIFY FOR NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05 through GS-08 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical or evaluative methods, to include utilizing financial management system (e.g., enterprise resource planning) for reporting of issues in support of financial programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
NT-04
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.M., if related.
OR
Havea combination of experience and graduate education as described above that equates to one year of experience.
NT-03
Master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D., if related.
OR
Have a combination of experience and graduate education as described above that equates to one year of experience.
