This position is established within a Veterans' Integrated Service Network (VISN), which is comprised of several VA Medical Centers, to serve as the VISN's subject matter expert for the Credentialing and Privileging (C&P) of health care professionals. This position is a critical risk mitigation strategy and paramount addition to VISN patient safety high reliability initiatives to reduce patient harm by ensuring VHA patients are cared for by the most qualified and competent healthcare providers.

Duties

Duties include, but may not be limited to the following: Serves as internal consultant to management on expansion programs and projects. Prepares and contributes to reports and other presentations on program planning and evaluations as well as facility reporting both internally and externally. Ensures recommendations regarding physician market pay and biennials for service chiefs are completed. Ensures reports to local councils, the VISN, and external accreditation agencies are completed. Reviews, plans, and coordinate the delivery of healthcare programs throughout the facility. Provides support to the Medical Center Director to monitor performance measures and manage change. Responsible for the development of comprehensive business plans to improve the operation and cost effectiveness of facility programs. Coordinates and monitors implementation of initiatives to expand or enhance healthcare programs. Designs and conducts a wide variety of comprehensive and detailed analyses of complex functions and processes related to health programs. Uses VA data systems, the Internet and other sources of data to provide reliable and up-to-date data to support decision-making tools and recommendations. Identifies and proposes solutions to management problems which impact the development and planning of program direction. Analyzes management techniques, practices, and processes to improve organizational effectiveness and efficiency. Responsible for the review of the cost effectiveness and utilization with appropriate recommendations given on various programs and operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Health System Administration Series, 0671, has an Individual Occupational Requirement (IOR): Undergraduate and Graduation Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as Business or Public Administration with course work in Health Care Administration. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. ~OR~ Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Examples of specialized experience would typically include, but are not limited to: Development of Lean Six Sigma process improvement in the facility by providing mentorship to newly trained Yellow, Green and Black Belt Practitioners. Developing methods to organize data for further qualitative, statistical, or graphical analysis and presentation. Identifies needs, conceptualizes, develops, executes, and evaluates the effectiveness of training to staff on all areas of quality management and Systems Redesign performance expectations related to access, patient flow and timely, efficient, and cost effective processes. Managing training and education programs relating to Lean Six Sigma and other process improvement topics. Prepares and presents evaluations/analysis, conclusions, and recommendations for corrective action plans to management. Assists in the development of program objectives, operating procedures, templates, tools, and methods and changes. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
