The incumbent serves as the Correspondence Analyst (Congressional Liaison) aligned under the Office of the Director at the Fayetteville, NC, VA Coastal Health Care (NC VA CHCS).

Duties

Duties of the Correspondence Analyst (Congressional Liaison) includes but are not limited to: Central point of contact with dissemination, coordination, monitoring, and resolution of congressional inquiries from internal and external stakeholders. Responsible for establishing and maintaining effective relationships with Congressional, state and local entities. Works closely with the Executive Leadership Team, Veteran's Experience Office, Public Affairs Office and other facility leaders to provide timely responses to inquiries and administrative problems brought to the Office of the Director by Veterans and other stakeholders. Acts as a spokesperson for the Medical Center in dealing with Congressional Offices, the VA Central Office, the North Carolina Division of Veterans Affairs, Congressional/Department of Defense (DoD) Liaison Duties, local and state government offices and officials. Accepts and supports the guiding principles of the Fayetteville VA Coastal Healthcare System and will perform his or her duties to promote patient safety, quality health care, outstanding customer service, and the maintenance of an environment committed to serving the Veteran. Actively supports the team concept and continually functions as a team player. Communicates with, plans, establishes and maintains effective working relationships with Congressional, state and local entities and communities affecting agency programs to better understand their interest and facilitate their participation and understanding. Represents the Medical Center Director, participating at public civic or social events to improve the perception of the Veterans Affairs Medical Center (VAMC) as a valued part of the medical profession, government and community. Receives reviews, assigns, and tracks all Congressional, White House, Secretary, and other special inquiries received by letter, fax, email, and telephone to determine the proper disposition of these inquiries. Responds to inquiries by telephone, email, or in writing. Manages workload for timely and accurate responses and ensures that the workload is properly documented and controlled, making day-to-day adjustments in accordance with established priorities. Advises and recommends innovative approaches and/or resolution of problems and reducing conflicts. Works to enhance the image of the Medical Center and uses various methods and techniques to achieve internal and external communication goals. Enters all congressional contacts received into the Patient Advocate Tracking System (PATS). Key member of the Office of the Director, called upon to provide expertise and conduct training on writing and correspondence issues for Service Chiefs, Assistant Chiefs, and other Program Managers throughout the Medical Center. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-011 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Reviewing a wide variety of documents, such as memoranda letters, policies, bulletins, newsletters, briefing and manuals; Composing and editing letters and other forms of correspondence; Serving as Point of contact for facility; Evaluating program efficiency and effectiveness, interpreting the impact of regulations and policies on administrative programs; Planning, analyzing and evaluating priorities; Participating in the development and implementation of plans for organizational projects and initiatives; Reviewing information and developing analytical reports with recommendations; Planning, organizing and coordinating work activities; Ability to communicate verbally and in writing; Ability to work effectively as a team member; Thorough knowledge of administrative concepts and practices; and Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL. M if related (Transcript(s) required if using education to qualify). OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11 (Transcript(s) required if using education to qualify). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Work is generally carried out in an office setting in the Director's Suite at Fayetteville NC VA CHCS. On a daily basis, the incumbent travels within the medical center to attend meetings and to observe patient care and activities. Occasionally, the incumbent may be required to travel to other Fayetteville NC VA CHCS sites, VISN Network Office, other VISN and VHA facilities, Military Medical Centers, and the offices of Congressional Delegation within the Fayetteville NC VA CHCS catchment area. The work is primarily sedentary, although some slight physical effort may be required, such as walking through the entire facility or carrying folders or manuals up to 5 lbs.
