This position is outside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of Washington, D.C., you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to telework with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS.
Duties may include, but are not limited to the following:
Reviews and analyzes security regulations for impact on BLS practices and operations and provides recommendations on the development of BLS physical security, policies, standards, and guidelines.
Manages the physical security program designed to safeguard personnel, prevent unauthorized access to equipment, facilities, materials, and documents, and to safeguard against sabotage, damage, and theft
Plans and executes all system improvements and upgrades such as optical turnstiles and card readers for building and office suite access, magnetometers, xray equipment, closed-circuit monitors, related peripheral security equipment, and building lock and key control
Serves as the agency technical expert in BLS in physical security-related matters, providing technical guidance and assistance to management officials in all aspects of physical security
Serves as the Agency Technical Representative (ATR) for the guard service contract
Serves as liaison with the DHS for all security related issues and the coordination for the HSPD-12 initiative for the unified ID cards
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the federal service. Specialized experience is defined as contributing to the safety and physical protection of property and personnel from unwarranted intrusion or other infractions of the peace of the property, including formulating written plans or reports and conducting assessments; recommending solutions for complex safety hazard and security vulnerability issues; and implementing measures to eliminate, mitigate, or control such hazards and vulnerabilities.
