This position is assigned to the Department of Veterans Affairs, Veterans Health Administration, at the New Mexico VA Health Care System (NMVAHCS), Engineering Service, Safety and Occupational Health Section. The section consists of Safety Manager, Safety Specialists, Industrial Hygienist, Green Environmental Management System Manager, and Emergency Management.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Major Duties:
The incumbent independently conducts surveys and inspections at assigned areas to assess work practices and environmental conditions for safety and health hazards, and to ensure fire protection devices and safety equipment are working properly.
Inspects and tests fire extinguishing equipment, fire safety and fire suppression systems; coordinates and performs quality surveillance of related work completed by contractors.
Inspects construction sites for compliance with VA, the Joint Commission and OSHA regulations with regard to exits and stairs, floor load capacity, aisle space, adequacy of
sprinkling systems, safety features on storage tanks containing flammable and volatile liquids,
and the adequacy of scaffolding erected to facilitate painting of buildings, etc.
Assists with maintaining hazardous material inventories and documentation.
Assists in the investigation of mishaps, analysis of causative factors, and incident data recording to include obtaining witness statements and photographs of scene; estimates property damage,
preparing report of findings with recommendations to correct unsafe acts or conditions.
Disseminates mishap prevention information as appropriate and maintains required records of fire and safety inspections and tests.
Provides consultative services to supervisors and employees concerning potential hazardous operating processes or environmental conditions, and accident prevention in work settings.
Recommends and implements appropriate remedies by submitting work orders, purchase requests or initiating contract services.
Conduct and document required fire drills. Serves as Program Coordinator for the eye wash and emergency shower programs.
Assists with the Emergency Management System, especially those duties associated with the decontamination process.
Assists with hazardous waste disposal including pick up from source sites.
Performs all duties as assigned.
Work Schedule: Monday through Friday, 07:00a.m. - 3:30p.m.

Qualifications
For GS-7:
Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology and meet one of the following:
Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Possess at least one full year of Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Possess at least one year of work experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR
Possess a combination of successfully completed graduate education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Transcripts Required)

Physical Requirements: The incumbent frequently inspects and surveys patient-care areas, laboratories, warehouses, vehicles, industrial shops, grounds, community-based clinics, and nursing homes, necessitating prolonged periods of walking, standing, reaching, and bending. Incumbent negotiates narrow passages, rooftops, and crawlspaces. Climbing, running, jumping, crawling in confined spaces, and exposure to fire situations may be required. The work requires a degree of agility and dexterity.
