The Safety & Occupational Health Manager is responsible for planning, organizing, administering and evaluating a comprehensive safety management program at the New Mexico VA Healthcare System in Albuquerque, NM.
Duties

Duties include, but are not limited to, the following:
Develops performance standards, writes position descriptions, and evaluates work performance;
Initiates recruitment actions, interviews and selects new employees, hears and resolves complaints, determines employee training needs, and obtains resources for employee's continuing education;
Conducts proactive risk assessments that evaluate the potential adverse impact of buildings, grounds, equipment, occupants, and internal physical systems;
Conducts periodic environmental tours to identify environmental deficiencies hazards, and unsafe practices;
Develops and conducts a comprehensive safety education program;
Conducts accident investigations including fire situation investigations to determine causes document severity of personal injury and/or property damage, and initiate corrective actions;
Reviews construction plans and specifications, participates in preconstruction meetings, and inspects job sites to ensure compliance with OSHA
Serves as the manger for the Green Environmental Management Systems (GEMS) Coordinator; and
Performs other duties as assigned
Work Schedule: Monday-Friday; 7:00 am - 3:30 pm

Qualifications
To qualify for this position at the GS-12 grade level, you must meet the following requirement:
Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-11) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work may require the employee to carry equipment and involves walking, standing, bending, climbing or crawling. The employee may be subject to all the risks and discomforts associated with industrial and construction activities in a healthcare facility. This exposure requires the use of protective clothing and equipment, including respirators, hardhats and ear protectors. Exposure to hazardous materials including biological, chemical and radioactive may be encountered.
